Rand is a West Point graduate and Army veteran. He served 5 years on active duty as an Armored Cavalry officer. His active duty service included Ranger and Airborne qualification and tours in Germany and Vietnam.
Upon leaving active duty, Rand graduated from Georgetown Law School where he served as an Editor of the Georgetown Law Review. After law school, Rand entered into private practice with what became a highly regarded national D.C. law firm, Wiley Rein LLP. In particular, at Wiley Rein, Rand founded and served for over 30 years as Chair of Wiley’s nationally recognized Government Contracts practice. Since its founding, Wiley’s Government Contracts Group has represented more than 400 Government contractors (including a third of the 100 biggest Defense and other contractors), and Rand has received numerous accolades as a top, go-to lawyer in the Government contracts business.
